Democracy & Governance

Strengthening institutions, informed participation and public trust in Pakistan

The AASS Democracy & Governance Programme provides an independent platform for research, policy dialogue and civic learning on the issues shaping Pakistan’s democratic future. It brings together policymakers, elected representatives, researchers, journalists, civil society and citizens to examine governance challenges and develop practical recommendations.

The programme connects national policy questions with people’s everyday experience of government. Its work is nonpartisan and evidence based: AASS studies different perspectives, encourages respectful debate and focuses on reforms that can improve representation, accountability and public services. Through research reports, policy briefs, roundtables, expert discussions, webinars and training, the programme aims to make complex governance issues accessible to decision-makers and the public.

Scope of Work

1. Federalism & Local Governance

Study the distribution of powers and resources among federal, provincial and local governments. This work includes decentralisation, effective local councils and evidence-based discussion of proposals for new provinces in Pakistan, including their constitutional, administrative and financial implications.

2. Accountability & Public Services

Examine how public institutions use resources, respond to citizens and deliver services. AASS will encourage transparent decision-making, citizen feedback and practical improvements in areas such as education, health, water and municipal services.

3. Electoral & Civic Participation

Promote informed, inclusive and nonpartisan participation in democratic processes. Activities may include voter education, civic learning and dialogue on barriers faced by women, young people, persons with disabilities and other underrepresented communities.

4. Media Literacy & Digital Democracy

Help citizens assess information critically, recognise misinformation and engage responsibly in public debate. The programme will also examine how digital platforms and emerging technologies affect civic participation, public communication and trust.

5. Inclusive Dialogue & Rule of Law.

Create space for constructive discussion across political, regional and social differences. AASS will explore legal awareness, access to justice, equal treatment and ways to strengthen confidence in democratic institutions.

Across all five areas, AASS will turn discussion into usable knowledge: clear evidence, diverse viewpoints and actionable recommendations for a more responsive and inclusive Pakistan.
