AASS’s Agriculture and Food Security Program provides a strategic platform to modernize agriculture through evidence-based policy, innovation, investment facilitation, and practical farmer support. The program works to bridge the gap between policy ambition and field-level realities—enabling farmers to adopt modern, efficient, climate-resilient, and profitable farming systems.

Our approach brings together government, academia, the private sector, development partners, farmers’ organizations, agribusinesses, and exporters to optimize agricultural production in Pakistan. Through precision agriculture, sustainable resource management, modern farming tools, stronger value chains, and targeted policy reforms, AASS aims to advance a productive, competitive, and food-secure agricultural economy.

Objective 1: Enhance Agricultural Productivity and Modernize the Agriculture Sector

AASS promotes the transition from traditional, input-intensive farming toward technology-enabled, knowledge-driven, and market-oriented agriculture. The objective is to improve crop yields, reduce production costs, strengthen quality standards, and increase farm profitability through the adoption of modern agricultural practices.

Key Activities

• Promote precision agriculture tools, including soil testing, farm mapping, digital advisory services, weather-based planning, and data-led crop management.
• Facilitate farmer training on improved seed selection, integrated pest management, efficient fertilizer use, water conservation, and post-harvest handling.
• Establish demonstration farms and learning sites for modern farming practices and agricultural innovation.
• Develop farmer groups, cooperatives, and producer organizations to improve access to inputs, machinery, knowledge, and markets.
• Support linkages between farmers, agricultural extension services, research institutions, and technology providers.
• Facilitate investment in modern farm machinery, irrigation systems, storage facilities, processing units, and agricultural technology.
• Promote quality enhancement, certification awareness, traceability, and compliance with domestic and export-market standards.
• Develop practical toolkits and policy briefs that guide farmers and stakeholders in adopting modern, profitable farming systems.

Objective 2: Strengthen Agriculture Through Policy Reforms

AASS works to make agricultural policy more responsive, practical, productive, and inclusive. The programme identifies gaps between policy design and implementation, ensuring that the voices of farmers, agribusinesses, exporters, researchers, and provincial stakeholders inform policy decisions.

Key Activities

• Organize national and provincial conferences on agricultural transformation, food security, and rural development.
• Convene policy dialogues between government, farmers, exporters, private-sector actors, researchers, and development partners.
• Conduct seminars, webinars, roundtables, and consultative workshops on priority agricultural challenges.
• Produce evidence-based policy papers, policy briefs, and reform recommendations.
• Assess barriers in land use, water governance, agricultural finance, input markets, trade, storage, and extension services.
• Advocate for policies that improve farmers’ access to credit, insurance, technology, markets, and reliable agricultural information.
• Facilitate dialogue on export competitiveness, quality compliance, value addition, and market access.
• Monitor policy implementation and recommend solutions that translate reforms into measurable improvements at farm and market level.

Objective 3: Develop Competitive and Inclusive Agricultural Value Chains

AASS supports the design of efficient agricultural value chains that connect farmers with processors, buyers, exporters, retailers, investors, and consumers. The programme focuses on reducing post-harvest losses, increasing value addition, improving market access, and ensuring that farmers receive a fairer share of the value they create.

Key Activities

• Conduct value-chain assessments for priority crops, livestock, horticulture, fisheries, and high-value agricultural products.
• Identify bottlenecks in production, aggregation, storage, transport, processing, packaging, certification, and marketing.
• Facilitate market linkages between farmer groups, processors, retailers, exporters, and institutional buyers.
• Promote cold-chain systems, warehousing, grading, packaging, and post-harvest management.
• Support branding, traceability, quality assurance, and export-readiness for agricultural products.
• Encourage women and youth participation in agribusiness, processing, entrepreneurship, and rural enterprise development.
• Promote contract farming and fair commercial partnerships between producers and buyers.
• Mobilize investment for value-added agriculture, food processing, logistics, and rural market infrastructure.

Objective 4: Promote Climate-Friendly and Climate-Resilient Agriculture

Climate change is already reshaping Pakistan’s agricultural landscape through water scarcity, heat stress, floods, droughts, pest outbreaks, and unpredictable weather patterns. AASS promotes climate-smart agriculture that protects natural resources while helping farmers sustain production and incomes.

Key Activities

• Promote tunnel farming and protected cultivation for high-value vegetables, fruits, and off-season production.
• Encourage controlled-environment farming, including greenhouses, hydroponics, vertical farming, and climate-controlled production systems where appropriate.
• Support efficient irrigation technologies, including drip irrigation, sprinkler systems, laser land levelling, and water-use planning.
• Promote climate-resilient crop varieties and diversified cropping systems.
• Advance regenerative agriculture practices, including soil health management, organic matter restoration, crop rotation, and reduced tillage.
• Facilitate farmer awareness on climate risks, weather forecasting, disaster preparedness, and adaptive farm planning.
• Promote solar-powered irrigation, renewable energy solutions, and resource-efficient farm operations.
• Support integrated pest management and reduced dependence on harmful chemical inputs.
• Develop climate-smart farming models that can be replicated across Pakistan’s diverse agricultural regions.
