Evidence for a Climate-Resilient Pakistan

Climate change is affecting livelihoods, agriculture, water resources, public health and infrastructure across Pakistan. Responding to these challenges requires sound evidence, effective policy and cooperation among government, researchers, businesses and communities.

The AASS Climate Change Programme provides a platform for research, policy dialogue and public engagement on climate action. It connects national and provincial decision-makers with experts and communities to identify practical responses to climate risks. Through policy briefs, roundtables, conferences, training and awareness activities, AASS aims to turn climate knowledge into informed decisions and lasting action.

Scope of Work

1. Climate Policy & Governance

Examine climate policies and their implementation at national, provincial and local levels. AASS will identify coordination gaps, bring stakeholders together and develop evidence-based recommendations that help institutions plan and act more effectively.

2. Adaptation & Community Resilience

Study how floods, heat, drought and changing rainfall affect communities and livelihoods. This work will promote locally relevant approaches to disaster preparedness, water management, climate-resilient agriculture and protection of vulnerable groups.

3. Clean Energy & Green Growth

Explore policies and investments that can support renewable energy, energy efficiency and cleaner production. AASS will encourage dialogue on ways to reduce emissions while creating economic opportunities and supporting sustainable development.

4. Climate Finance & Carbon Markets

Build understanding of climate finance, carbon credits and other funding opportunities. The programme will examine how Pakistan can develop credible projects, attract responsible investment and ensure that benefits reach communities and support measurable environmental outcomes.

5. Climate Awareness & Knowledge Sharing

Make reliable climate information accessible to citizens, journalists, young people and decision-makers. AASS will use research publications, expert discussions, workshops and digital platforms to strengthen public understanding and encourage informed action.

Across these five areas, the programme will bring diverse voices into the conversation and focus on solutions that are practical, inclusive and suited to Pakistan’s needs.
