Policy Dialogue on New Provinces in Pakistan – The Way Forward

Pakistan’s evolving demographic, economic, and governance landscape has intensified discussions around provincial effectiveness, political representation, regional development, fiscal federalism, and institutional responsiveness. The question of new provinces is therefore not simply a political debate—it is a broader governance challenge requiring constitutional, administrative, economic, and social analysis.

Through this national policy dialogue, AASS aims to create a neutral, evidence-driven platform bringing together policymakers, parliamentarians, constitutional experts, economists, academics, governance specialists, media professionals, civil society, and youth representatives.

AASS does not advocate for or against any specific provincial demand. Instead, the dialogue seeks to examine how Pakistan’s federal structure can evolve to become more responsive, representative, effective, and inclusive while maintaining constitutional integrity and national cohesion.

Key Policy Questions

1. How can governance structures better serve citizens across regions?

2. What institutional arrangements can improve accountability and public service delivery?

3. How can regional aspirations be accommodated within the Constitution?

4. What would be the economic, fiscal, and administrative implications of provincial restructuring?

5. Can new governance arrangements strengthen representation and national integration?
